The job of government is to lay out best case scenarios for change.  They convince you they are correct.  Then you spend the next 2-4+ years protecting their jobs with misinformation.  Governments have mandates.  The tax payer is supposed to set that mandates through voting.  HAHAAHAHAHAHAHAHAAHAHAHHAA...plebs are idiots.
